Don Johnson

Government / AI Strategy

Mr. Don Johnson served as the Defense Health Agency’s Assistant Director for Support and the Component Acquisition Executive fulfilling responsibilities as a Senior Executive Service Level 3 (3-Star General equivalent) until May 2024.  This responsibility spanned all acquisition matters across the Agency to include contracting, information technology/cyber, medical logistics, public health, enlisted Service member medical training/ education and medical research and development.

Mr. Johnson initiated the most significant acquisition reform in the Defense Health Agency’s history by implementing network-based buying that shifted responsibility for procurements from individual Military Treatment Facilities to enterprise-level that optimized both efficiency and effectiveness. The impact of this transformation was applauded in an Under Secretary of Defense Review with potential monetary benefits in the tens of millions of dollar of savings as indicated in a McKinsey analysis.  Additionally, he served as the Defense Health Agency’s change agent by driving the artificial intelligence strategy and implemented the Agency’s first-ever System Requirements Review Board to shape future solicitations with technical expertise through a disciplined and structured approach.

Mr. Johnson’s technology expertise was also recognized in the Intelligence Community where he was awarded with the prestigious National Reconnaissance Office Innovation Award and the Office of the Director of National Intelligence Exceptional Civilian Service Award. His career spans numerous leadership positions across the spectrum of Department of Defense and private industry that include serving as a client executive responsible for a major product line as well as advisor to five Defense Acquisition Executives responsible for the Defense Acquisition System. 

Mr. Johnson is currently an adjunct cybersecurity professor at the George Washington University where he teaches advanced countermeasures and risk management/artificial intelligence.  He has authored major portions of the National Security Council’s foundational documents in the establishment of the Federal Acquisition Security Council where he received a Secretary of Defense Excellence Award and led an acquisition for an advanced C-17 landing system capability pursuant with a Combat Mission Need where he received the Office of the Secretary of Defense Outstanding Management of the Year Award. He likewise has significant software experience where he authored major portions of a congressionally directed Defense Science Board Report on software acquisition that subsequently was highlighted in the National Defense Authorization Act as the model to be adopted across the Department of Defense.
