Thomas Corry


Tom is a results-oriented executive with extensive private and public sector healthcare experience. He provided strategic direction and leadership for the CMS Administrator and healthcare leaders in Medicaid Managed Care, traditional Medicare, and Medicare Advantage. Tom has a solid and diverse background on federal legislative issues, healthcare regulatory policy, home healthcare, innovation development and model execution, program integrity, and provider standards and quality.

In 2019, Tom joined the Centers for Medicare & Medicaid Services (CMS) as a Senior Advisor for Policy and Strategy, and Director of Communications.  In his role as a Senior Advisor, he was responsible for strategy and policy to the CMS Administrator in all activities related to the CMS policy for Medicaid Managed care, Traditional Medicare and Medicare Advantage, Center for Innovation, Center for Program Integrity, and Center for Standards & Quality. CMS is the largest agency in the federal government with a budget of nearly $1.3 trillion and responsibility for nearly 140 million lives.  There have been historic, strategic breakthroughs based on Tom’s work that include telehealth, reforming prior authorization, interoperability, and price transparency.

As Director of Communications, he was responsible for the largest communications team in the federal government with a staff of 300 people and a budget of $1 billion.  Tom leads strategy development, media, strategic marketing, communications, and digital outreach for the nation’s largest health insurer.  He and his team built applications, such as Plan Finder, that Medicare users are utilizing to select health plans.

Tom also provided consultation, advice, and training to CMS’s senior staff with respect to relations with the news media.  He coordinates with external partners including the Department of Health and Human Services (HHS) and the White House on CMS policy and key communication and public engagement initiatives, leveraging CMS resources to strategically support these activities.

Tom was a senior leader on the CMS and HHS response team for COVID-19 and provided critical advice on flexibilities and waivers, including Medicaid 1115 waivers, telehealth usage, and nursing home testing.

Prior to joining CMS, Tom was the founder, President, and CEO of Healthcare Data Insights & Analytics (HDIA), a leading healthcare consulting company.  HDIA was one of the first companies in healthcare to focus on strategic healthcare work such as data governance, patient database development, population health management, member and patient engagement, and business and communications strategies. He established teams of data analysts and statisticians that analyzed millions of patient records to identify service line utilization patterns.  This work allowed healthcare providers to understand clinical patterns in their communities and develop programs to address issues with oncology, cardiology, and orthopedics.

Tom was instrumental in developing one of the first healthcare data governance programs for a Fortune 100 healthcare payer. This payer was in the process of executing an international acquisition strategy and faced the challenge of merging all the data into a single master data management system. Tom created a team of America’s top data governance minds to develop a C-suite oversight team and worked with the company’s staff to develop and institute policies and procedures for data acquisition, storage, and utilization.

Tom and HDIA developed breakthrough business strategies for payers such as Humana and Centene and providers such as the Cleveland Clinic, Ballad Health, Northwell Health, and Tenet Healthcare. Tom has worked closely with leading U.S. universities to monetize content developed by professors and staff from schools such as Stanford, Harvard, and Tufts universities.

Until his appointment to CMS, Tom sat on the University of Virginia Licensing and Ventures Group Seed Fund advisory board. He has worked closely with venture capital and private equity groups to conduct valuations on healthcare investments. Tom sits on the Board of Directors of Orderly Health and RXGuardian.

Tom is a graduate of Westminster College and studied at the Institute for American Universities in Aix-en-Provence, France.
